For how to do it, see my post under computers and technology. I just got fed up with seeing one to many bouncing bimbos on my screen so I wrote a batch file to disable them on a temporary basis. I was whining to my wife about one day and she gave me advice from a woman's perspective: "Just don't look at that part of the screen." Ya, right.

If you know what website initiates those adds on your computer, you can block that website or domain with either the windows content filter or one of many internet filters available online. I find that when I block all add websites, my experience online is much better. Although I have to allow several add websites so that videos can work on certain entertainment websites, going online without the adds is a much faster and enjoyable experience.

If you use FireFox try use their AdBlock Plus add-in. Alternatively, you can load K9 for free, and it will block most objectionable domains, thereby some of the ads too. Furthermore you can change your DNS, by setting up a free account with openDNS. This would block even reaching the objectionable sites. Just a few quick solutions. There are plenty more.
